# **Fire Safety Requirements for Ontario Commercial Buildings**

Ontario fire safety regulations for commercial buildings cover sprinklers, fire separations, alarm systems, emergency lighting, and exit design. Understanding these requirements prevents costly redesigns.

Fire safety in Ontario commercial buildings is governed by the Ontario Building Code (OBC), the Ontario Fire Code, and the National Building Code of Canada (NBC). These codes specify requirements for fire separations, sprinkler systems, alarm systems, emergency lighting, exit design, and fire department access. Non-compliance can result in stop-work orders, fines, and liability exposure.

## Fire Resistance Ratings

Fire resistance is measured in hours. The rating indicates how long an assembly (wall, floor, roof) can withstand a standard fire test while maintaining structural integrity, preventing passage of flame, and limiting temperature rise on the unexposed side.

| Building Element | Typical Required Rating | Purpose |
| --- | --- | --- |
| Floor assemblies | 1 to 2 hours | Prevent fire spread between floors |
| Fire separations between suites | 1 hour | Contain fire within the suite of origin |
| Stairwell enclosures | 1 to 2 hours | Protect egress routes |
| Elevator shafts | 1 to 2 hours | Prevent vertical fire spread |
| Structural elements | Varies by building height | Maintain structural integrity |
| Exterior walls near property lines | Based on limiting distance | Prevent fire spread to adjacent buildings |

---

## Sprinkler Systems

Automatic sprinkler systems are the single most effective fire protection measure available. They are required in most Ontario commercial buildings.

### When Sprinklers Are Required

- Buildings exceeding 3 storeys in building height
- Buildings exceeding 600 sq m in building area (with exceptions)
- High-hazard occupancies (storage, industrial)
- Assembly occupancies exceeding specific thresholds
- Underground parking garages
- Buildings with interconnected floor spaces (atriums)

> **Trade-Off Benefit:** Sprinklered buildings receive significant code relaxations: reduced fire resistance ratings, increased travel distances to exits, increased suite areas, and reduced fire separation requirements. The cost of sprinklers is often offset by savings in other fire protection measures.
### Sprinkler System Types

| System Type | How It Works | Best For |
| --- | --- | --- |
| Wet pipe | Water-filled pipes, immediate discharge | Heated buildings (most common) |
| Dry pipe | Air-filled pipes, water released on activation | Unheated spaces (garages, loading docks) |
| Pre-action | Requires two triggers before water flows | Data centres, museums (accidental discharge prevention) |
| Deluge | All heads open simultaneously | High-hazard industrial, aircraft hangars |

## Fire Alarm Systems

Commercial buildings require fire alarm systems that detect fire conditions, alert occupants, and notify the fire department:

1. **Single-stage alarm:** All devices sound simultaneously throughout the building
2. **Two-stage alarm:** First stage alerts designated personnel; second stage alerts all occupants. Required in buildings where immediate full evacuation is impractical.
3. **Voice communication system:** Required in high-rise buildings. Provides live or pre-recorded instructions to specific floors.

## Means of Egress

Exit design is one of the most critical fire safety elements. Requirements include:

- **Minimum two exits** from every floor area (some exceptions for small single-storey buildings)
- **Travel distance:** Maximum 30 m unsprinklered, 45 m sprinklered to the nearest exit
- **Exit width:** Minimum 1,100 mm for stairs, calculated based on occupant load
- **Exit signs:** Illuminated, visible from every point in the floor area, with directional indicators
- **Emergency lighting:** Minimum 1 lux in exits, corridors, and open floor areas for minimum 30 minutes (120 minutes in high buildings)

---

## Fire Department Access

- **Fire route:** Unobstructed roadway minimum 6 m wide within 15 m of every principal entrance
- **Fire department connection (FDC):** External Siamese connection for fire department to supplement the sprinkler water supply
- **Key box:** Knox box or equivalent at the main entrance containing building keys and fire alarm panel access
- **Fire safety plan:** Posted at the fire alarm panel with floor plans, shutdown procedures, and emergency contacts

> **AVANORTH Commitment:** We integrate fire safety into the design from day one. Retroactive fire protection is always more expensive and less effective than designing it in from the beginning. Our team works with fire protection engineers to exceed minimum code requirements where occupant safety justifies it.
