# **Scaffolding Safety Regulations for Ontario Construction**

Scaffolding collapses and falls from scaffolds remain leading causes of construction injuries. Ontario's construction regulation specifies detailed requirements for scaffold erection, inspection, loading, and fall protection.

Scaffolding provides essential temporary access for workers at height. When properly erected, inspected, and used, scaffolding is safe and efficient. When shortcuts are taken, scaffolding becomes one of the most dangerous elements on a construction site. Falls from scaffolding and scaffold collapses account for a significant percentage of construction fatalities and critical injuries in Ontario every year.

## Types of Scaffolding

## Ontario Regulatory Requirements (O. Reg. 213/91)

### Erection

- **Competent worker:** Scaffolding must be erected, altered, and dismantled under the supervision of a competent worker (one who has the knowledge, training, and experience to perform the task safely)
- **Base and support:** Scaffolds must be erected on firm, level footing. Base plates and mudsills (minimum 50 mm thick plank running perpendicular to the scaffold) must be used on soil or uneven surfaces.
- **Plumb and level:** Scaffold must be plumb (vertical) and level at all stages of erection. Adjusting screw jacks are used to level the scaffold. Shims of unstable material (bricks, blocks) are not permitted.
- **Bracing:** Cross braces must be installed on every frame. Horizontal braces at every lift. Tie-ins to the building at intervals not exceeding 3x the minimum base dimension vertically and 6 m horizontally.

### Platforms

| Requirement | Standard |
| --- | --- |
| Minimum platform width | 460 mm (18 inches) for light-duty; full frame width is preferred |
| Platform material | Scaffold-grade planks (SPF #1 or better, 50 x 250 mm minimum) or manufactured scaffold decking |
| Overhang | Planks must extend at least 150 mm (6 in) past the support, but not more than 300 mm (12 in) |
| Gaps | No gap wider than 25 mm between planks or between plank and guardrail |
| Securing | Planks must be secured against displacement (cleats, wire ties, or manufactured locking devices) |

### Guardrails

- **Top rail:** 920-1,070 mm (36-42 inches) above the platform
- **Mid rail:** Midway between the platform and the top rail
- **Toe board:** Minimum 100 mm (4 inches) high, at the platform edge
- **Required when:** Workers are more than 2.4 m (8 ft) above the ground or floor, or above any surface where a fall could cause injury

## Inspection Requirements

1. **Before first use:** A competent worker must inspect the scaffold before any worker uses it
2. **Daily:** Visual inspection before each work shift
3. **After any event:** Re-inspect after any alteration, severe weather (wind, rain, freezing), impact, or any incident
4. **Documentation:** Written inspection records are recommended and may be required by the constructor's safety program

### Inspection Checklist

| Item | Check For |
| --- | --- |
| Base | Mudsills level and intact, screw jacks not over-extended, base plates seated |
| Frames | No bent, cracked, or corroded members. Locking pins in place. |
| Cross braces | All braces installed and pinned. No missing braces. |
| Tie-ins | Connected to building at required intervals. Tight and secure. |
| Platforms | Full planking, no gaps, planks secured, no damaged planks |
| Guardrails | Top rail, mid rail, and toe board present and secure |
| Access | Ladder or stair access at each level. Internal ladder properly secured. |
| Loading | No overloading. Materials stored properly, not stacked dangerously. |

## Common Violations

- **Missing guardrails:** By far the most common violation. Workers remove guardrails for "easier access" and do not replace them.
- **Incomplete planking:** Gaps in the platform create fall-through hazards.
- **Missing or inadequate tie-ins:** Scaffold can pull away from the building, especially in wind.
- **Improper base:** Scaffold erected on soft ground without mudsills, or on frozen ground that will thaw, or on slopes without proper leveling.
- **Overloading:** Excess material storage on scaffold platforms. Frame scaffold is typically rated for 25 psf (light duty) to 75 psf (heavy duty).

Every scaffold is inspected before first use by our site supervisor, who documents the inspection. Guardrails are never removed without a fall protection plan. We tag scaffolds as "Safe to Use" (green tag) or "Do Not Use" (red tag) and re-inspect after any alteration or weather event. Scaffold safety is non-negotiable.
