## Why Building Permits Exist

Building permits are not bureaucratic hurdles. They exist to ensure that every construction project meets the minimum health, safety, and structural standards established by the Ontario Building Code (OBC). A permit confirms that your plans have been reviewed by qualified officials and that the finished work will be inspected at critical stages.

Skipping a permit can lead to serious consequences: forced removal of completed work, fines, difficulty selling your property, and most importantly, safety risks for occupants. At AVANORTH, we handle the permit process as an integral part of every project.

## When Do You Need a Building Permit in Ontario?

Under the Ontario Building Code, a permit is required for most construction, demolition, and change-of-use activities. Specifically, you need a permit to:

- Construct a new building or structure (including sheds over 10 square metres)
- Add to, alter, or renovate an existing building
- Demolish a building or any part of a building
- Change the use of a building (for example, converting a house to a duplex)
- Install, alter, or remove a fireplace, chimney, or woodstove
- Excavate or construct a foundation
- Install new plumbing or HVAC systems

### When Is a Permit NOT Required?

Minor repairs and maintenance that do not affect structural, fire safety, or accessibility features generally do not need a permit. Examples include:

- Painting and decorating
- Replacing kitchen cabinets (without moving plumbing)
- Installing flooring
- Minor landscaping
- Replacing windows with the same size and type

When in doubt, call your local building department. It is always better to ask first than to face enforcement later.

## How to Apply for a Building Permit

### Step 1: Prepare Your Documents

Most municipalities require the following with your permit application:

- Completed application form (available from your municipality's website)
- Site plan showing the property boundaries, existing structures, and proposed construction
- Floor plans, cross-sections, and elevations drawn to scale
- Structural, mechanical, and electrical drawings (if applicable)
- Energy efficiency compliance documents (SB-12 for houses, SB-10 for large buildings)
- Geotechnical report (for some foundation work)

### Step 2: Submit and Pay Fees

Submit your application to the Chief Building Official (CBO) of your local municipality. Fees are based on the type and size of the project. A typical residential renovation permit in the GTA might cost between 500 and 2,000 dollars, while a new home permit can range from 3,000 to 10,000 dollars or more.

### Step 3: Plan Review

The building department reviews your plans for compliance with the OBC. Under Ontario law, the municipality has 10 business days to review a residential application and 20 business days for commercial or complex projects. If issues are found, you will receive a notice of deficiency listing the changes needed.

### Step 4: Permit Issued

Once your plans are approved, the permit is issued. Post it in a visible location on the job site as required by law. Construction can begin only after the permit is in hand.

## Required Inspections

Building permits come with mandatory inspections at key stages. In Ontario, typical inspections include:

- **Footing inspection** before pouring concrete footings
- **Foundation inspection** after foundation walls are poured but before backfilling
- **Framing inspection** after the structure is framed but before insulation and drywall
- **Plumbing rough-in** before walls are closed
- **HVAC rough-in** before walls are closed
- **Insulation and vapour barrier inspection**
- **Final inspection** when all work is complete

Never cover up work before an inspector has signed off on it. Doing so may require you to tear out and redo the work at your own expense.

## Common Permit Mistakes to Avoid

- **Starting work before the permit is issued.** This can result in a stop-work order and fines.
- **Deviating from approved plans without re-submitting.** Changes to the scope of work need to be reviewed and approved through a permit revision.
- **Hiring unlicensed contractors.** In Ontario, certain trades require specific licenses. Verify your contractor's credentials.
- **Not closing out the permit.** After the final inspection, ensure the permit is officially closed. Open permits can complicate property sales.

## Working with Your Municipality

Building officials are not adversaries. They are professionals whose job is to keep buildings safe. Building a respectful relationship with your local building department pays dividends in smoother reviews, faster permits, and fewer complications on site.

At AVANORTH, we work closely with building departments across the GTA. Our team prepares thorough and accurate permit submissions, coordinates inspections proactively, and ensures every project crosses the finish line with a clean final inspection.
